An upbeat assessment of progress on plans to build a two billion
dollar plant to destroy the Blue Grass Army Depot's chemical weapons has
been offered. The Chemical Destruction Community Advisory Board in Richmond heard the
report Tuesday. Permits are being obtained ahead of schedule and the plant design is 60
percent complete. Board members got to see an animated display showing how robots would
chop rockets into pieces and remove the chemical agent inside. But much of the work is on hold because President Bush's proposed budget
contains little money for research and no money for construction of the
plant until Fiscal 2011.
