A. Task Force

• Appointed by the President and Congress

 
• Composed of:
public health officials;
citizens from from affected communities; and
representatives from--
the military
the governors of affected states
environmental agencies

• Required within 60 days to formulate a national plan to eliminate the risk of chemical warfare agents more expeditiously than the Army's current incineration approach while ensuring maximum protection

B. Three-Step Solution for Chemical Warfare Agent Risk

1.  Disassembly of the chemical munitions

2.  Neutralization of all nerve and mustard agents

3.  Restorage or acceptable on-site or off-site treatment of the neutralized materials
