A day-long, bipartisan-sponsored celebration of the 10th
anniversary of
one of the most successful arms control and nonproliferation
treaties--the Chemical Weapons Convention. A discussion and exchange of
views with US, Russian and other government officials, Congressional
Members and staff, arms control experts, international organization
officials, mass media and community representatives on achievements and
challenges of chemical weapons destruction globally, CWC universality,
national implementation, and future policy. A panel of legislative
staff and experts would also discuss the legislative perspective on the
CWC and demilitarization efforts. Global threat reduction,
nonproliferation, homeland security, and the Global Partnership efforts
to date will also be discussed.
This event comes at a moment when more than 50,000 tons of chemical
weapons await destruction globally, mainly in the United States and
Russia, when U.S. funding for chemical demilitarization remains
inadequate, and when chlorine bombs are frequently being used against
both civilian population and U.S. troops in insurgent attacks in Iraq.
The Legacy Forum has a decade of history of diplomatic value and is
seen as essential to discussing sensitive issues and accomplishing real
progress in the field of chemical weapons threat reduction and
