DEFENSE SPENDING BILL PROTECTS CHEMICAL
WEAPONS DISPOSAL FUNDS
McConnell "Fences" Money for Disposal
Projects in Kentucky and Colorado
The
$215 Million budgeted for disposing of chemical weapons in Kentucky and
Colorado won't be spent anywhere but at these sites, thanks to a
provision in the 2007 Defense Appropriations Bill inserted by Kentucky
Senator Mitch McConnell.
For the second year in a row,
McConnell has succeeded in preventing the Pentagon from shifting monies
approved for these two sites from being moved by the Defense Department
- a practice used in the past to cover cost overages at incinerator
sites.
McConnell encouraged DOD to request
between $300 - $400 million for ACWA in FY'07. DOD responded by
requesting $350 million, which was $317 million above their request
last year.
Chemical Weapons Working Group
Director, Craig Williams said, "Historically the Kentucky and Colorado
projects have been the 'go to' projects when it came to robbing funds
to cover shortfalls at other disposal sites. Senator McConnell
has repeatedly taken steps to prevent this pattern from continuing and
thanks to him we can all breathe a little easier regarding our efforts
to get the job done."
The remaining FY '07 Military
Construction funds requested for the two projects, $140 million, is
still awaiting passage by Congress. McConnell added $10 million
to the budget request to help accelerate the disposal projects.
"Hopefully we'll see these monies
approved as well," said Williams.
