Ex-educator to fill position on depot panel

Gov. Bill Owens appointed retired Avondale educator Gloria Duran to replace Former Pueblo City Councilwoman Fay Kastelic on the Pueblo Chemical Depot Colorado Chemical Demilitarization Program Citizens' Advisory Commission.

Duran fills the spot vacated by Kastelic, who resigned recently.
Kastelic, who has been an outspoken critic of the Defense Department's delays in starting work on the demilitarization program, said, "When we had the ground-breaking ceremony, I would take that to mean that money would be available to complete this mission. That didn't really happen.

"If this is going to drag on for another 10, 11, 12 years, we need a younger person on there and I need to step aside and let somebody get acquainted with what they do and what they don't do."
