AMENDMENT intended to be proposed by Mr. McCONNELL

Viz:

I At the appropriate place in division A, insert the fol-

2 lowing:

3 SEC.____ . (a) ASSESSMENT REQUIRED.--Not later

4 than March 15, 2002, the Secretary of the Army shall sub-

5 mit to the Committees on Appropriations of the Senate

6 and House of Representatives a report containing an as-

7 sessment of current risks under, and various alternatives

8 to, the current Army plan for the destruction of chemical

9 weapons.

 

 

 

1 (b) ELEMENTS.-- The report under subsection (a)

2 shall include the following:

3 (1) A description and assessment of the current

4 risks in the storage of chemical weapons arising

5 from potential terrorist attacks.

6 (2) A description and assessment of the current

7 risks in the storage of chemical weapons arising

8 from storage of such weapons after April 2007, the

9 required date for disposal of such weapons as stated

10 in the Chemical Weapons Convention.

11 (3) A description and assessment of various op-

12 tions for eliminating or reducing the risks described

13 in paragraphs (1) and (2).

14 (c) CONSIDERATIONS.--In preparing the report, the

15 Secretary shall take into account the plan for the dis-

16 assembly and neutralization of the agents in chemical

17 weapons as described in Army engineering studies in 1985

18 and 1996, the 1991 Department of Defense Safety Con-

19 tingency Plan., and the 1993 findings of the National

20 Academy of Sciences on disassembly and neutralization of

21 chemical weapons.
